In terms of “terrorist” prevention it would be entirely more effective and much cheaper to stop bombing areas and offer people aid or the option to be left alone and not bombed. The best way to prevent the development of potential terrorists is to stop inculcating fear and hatred in them through indiscriminate violence and economic oppression. So actually yes, in terms of rational security policy I suppose I would find offering them food aid a better deal with better results than constant drone bombing and foreign military occupation. Drones just create the enemies for whom we justify needing the drones.
